My main editing tool for the site is Microsoft's SharePoint Designer because the original site was created in FrontPage and having used the various Microsoft Visual Studio tools as well Expression Web and I'm comfortable in those tools.

What I use now is Accessible Website Menu by Brothercake which is great, not as easy to initially setup but once you get it going very easy to maintain in text using HTML lists and it will work for people using screen readers and related software.

Have finally got all the pages converted from the old FrontPage themes of the previous version over to using a Dynamic Web Template with all the formatting done via CSS and the menu system on the left if you are browsing with a JavaScript enabled browser or as a bullet list otherwise at the bottom of the page
